if you're planning to go outside today, dress in some very warm layers and keep moving out there. that's the best defense. temperatures in this early morning hour, 17 degrees. 16 degrees in fairfax and loudoun county. 16 in frederick, maryland. 15 degrees in hagerstown. wind chills are just at or slightly below zero this morning, my fuse 2 officially. wind advisories continues through 6:00 today. wind sustained at 20 to 30 miles per hour all day long. the wind chill advisory for the western suburbs out to the blue ridge, wind chills will stay zero to 10 below zero through mid to late morning. chilly sunshine is the way to describe your sunday morning. tomorrow gilbert arenas is expected to meet with authorities about whether he kept guns in his locker at the verizon center.

this comes as the wizards star speaks out about the controversy. arenas won't elaborate on reports that he and teammate javaris crittenton had gotten in on an argument during a card game on a flight home. the argument picked up back throwinger room two days later with players pulling guns on each other. arenas says this whole story has been blown out of proportion. >> i'm a goof ball. that's what i am. even during something like this i'll make fun of it. some people say i'm not taking it serious, but why be depressed at home. >> arena does admit he used ad judgment by bringing guns into the wizards locker room. the nba bans players from having firearms at facilities or when traveling on league business. there is no word yet on whether the league will suspend or fine arenas. some fans are disappointed others don't believe taelgss. at the verizon center we spoke

to fans. last night most said they couldn't believe arenas would pull a gun on a teammate. >> i've been following the wizards game for 30 years. i hope that's not true. >> if they need protection, whatever without i don't understand why they need to carry them into the stadium with other players on their team. the family from abe pollen released a statement, the fact that guns were brought to the verizon center is dangerous and disappointing and showed extremely poor judgment. new today, police in the district are investigating their first homicide of 2010. the victim a man. they say he was stabbed early this morning in the 1700 block of mississippi avenue southeast. this may be the first homicide this year, but it's the fifth in d.c. since new year's eve. no words on suspects or motive. services will g on today at a southeast washington church

where shots rang out on new year's eve. dozens of people were inside the new life praise temple on naylor avenue, stheast when somebody fired several shots into the building. no one was seriously hurt. it appears the church was targeted. we're following a developing story now from yemen. tuesday embassy there is closed in response to al qaeda threats, threats have escalated since the failed christmas day day terror attempt. >> reporter: president obama revealed for the first time since many suspected, al qaeda was behind it. >> appears he joined an affiliate of al qaeda and this group, al qaeda in the arabian peninsula, trained him and directed him to attack that plane headed for america. >> reporter: the president said the suspect, umar farouk

goes to bed at sunset. >> didn't know that saying. >> it's an old saying. you're not an old person. that wind did not go to bed at all last night. it stayed up all night long. the wind will blow again all day today, probably won't ease up until after sundown this evening. be ready for a bundle up kind of afternoon. on your sunday morning, generally clear sky overhead. no precipitation in the forecast. that's welcomed news because of course it would be frozen just like the rest of us down here. 17 degrees our current temperature in d.c. northwest wind at 20 miles per hour has put our wind chill down to 1. dry. arctic dry area. dew point down to 2 below zero. we weren't this cold since march 4 when we were at 19 degrees. mid-teens across the entire area. 16 at dulles airport. 13 in winchester and

martinsburg. 16 in frederick. 19 in southern maryland. so a lot of very cold air to deal with. wind gusts, winds are gusting to between 25 to 35 miles per hour. that's put the wind chills down to the single digits above and below zero. so really a very dangerous wind chill. any pets outside definitely a good time to bring them in if you haven't already done so and keep them in for today and tonight. no snow. our next opportunity for a little frozen precipitation shs up after sundown tomorrow and before sunrise on tuesday. the heart of the cold air is just off to our north and west, minneapolis 12 below zero. again, wind chills, single digits all the way down into the carolinas. the cold air is going to continue to race in on these strong northwesterly wind. a ferocious ocean storm off the coast of maine. that's part of the' acquisition. wind whipped day today. no doubt about it.

and a projected $175 million short fall in the next year. the repairs are paid for out of the capital budget. we're talking about the operating budget. my question, panel this morning how good a scrubbing can help? joe madison? >> very important. i live above a metro. whenever we take the gallery place metro, it is such an eye sore. it makes a big difference when you have guests, visitors. look tourism is still important and tourists really use this metro and i'm a big fan of metro. when i travel to places like san francisco, i don't even get on the new york subway. it makes all the difference april our metro system is one of

the cleanest. >> in the country. >> really in the country. i'm somebody who uses a lot of public transportation and have in the past. so i think it's very important and that's one place i wouldn't cut. >> that's the big justification for this whole refurbishing act that, in fact, it is one of the cleanest in the country. they want to keep it that way. everything that joe is saying is what metro is thinking. >> perception and image is everything? >> everything. especially in the nation's capital when you think about it. the operations budget, the question here is can they afford to do one thing while everything else is falling apart? that comes from bad management. we said on this program over and over. the problem with metro budget has to do with the operations area, has to do with the management of it. they had contracts that failed. they bought equipment that doesn't work. the refurbishing part they have to do that.

>> if you improve metro's appearance people feel good about it, they like traveling on it, maybe even it's argued if some money has to be spent, you have to be taxed more or pay more, they raise the fare and it's well functioning. but part of that is it safe? we've had a horrible year, people would say with the huge accident that they had and the concern about is the staff aware of the safety problems and are they doing something about safety and a lot of people would say it's mixed. >> the shake up on the board and reappointment of the general manager. >> i think the new general manager inherited a lot of these problems and he seems to now be putting his mark on it. you know go back to the cleaning, remember the old new york, i think it was mayor rudy giuliani, the broken glass theory. if you have a dirty looking environment people treat it that

way. i would tell folks, folks that live in d.c., that use the metro, please don't eat. but, again, before we start talking about mismanagement, congress uses metro. their aides. people working on capitol hill. if you talk to eleanor holmes norton she's fighting like crazy to get more money put into this me though system that congress depends on. >> but do you remember last summer when they were talking about the possibility of they were going to let the riders bring food on the metro system. there was a big community thing no way on that. >> d.c. mayor adrian fenty facing re-election for a second term. but there's been rocky relations with the consill and some perceive an attitude problem on the mayor's part has supporters

concerned and opponents chomping at the bit. fenty could face a tough fight. has he addressed these concerns? is there time to turn this train around? >> there's time to turn the train around but he hasn't talked about it. vincent gray is a formidable threat. in a four way race against some other figures he does okay. we'll have to see what vincent gray does? will he run? we don't know. the mayor sometimes in public life the sole support of michelle rhee. his answer to all of these criticisms would be look, i was elected on big promises. i don't have much time. i have to rustle feathers. i have to get people mad at me

to get things done. >> yes, he has. >> but that arrogance we're talking about and let's use the word properly here because that's what has been the hovering, what do you call it, bird over his administration, over the past year. this attitude of arrogance. >> perceived arrogance. >> perceived arrogance. it has to do with the bicycle lanes and the fact that he was bicycling -- the fact is that out in the nakeds and communities people are not necessarily big supports of eventy any more. >> it depends on what neighborhood. that same story we're referring to in wards 3 and 4, the well-to-do neighborhoods where people are employed, you know, he still leads big time. do i dare say in the white community, primarily in the white community.

ward 7 and 8, he fails miserably, the same problem that anthony williams has. he doesn't connect with people because i don't think that they are seeing enough changes in their community for him to be supported overwhelmingly. >> real quick, going to ask you to go out on a limb, quick prediction, will adrian fenty be re-elected to a second term? got to think about it don't you? >> i really do. >> the people i talked to, the sources irget say yes he'll run and yes he'll win. >> he'll run. >> i'm out to lunch on that because of the school situation and the place situation in d.c. those are the two big animals that will be important for rice

new laws in d.c. and

maryland. beginning last friday d.c. implemented a bag tax. it's a move to encourage the use of recyclable bags to help clean up the city, the anacostia river. stores are giving away the bags but the government is struggling to get bags to the nonprofits and other groups that are standing by to pass them out. what do you think about this problem? >> i'm one of these people who carry bags, reusable bags. i'm sick and tired of seeing the litter, trash, anacostia river needs to be cleaned. every city has done this. it's been very successful. it will change people's habits. the only thing i would strongly urge the safeways and giants to do, if they keep using these plastic bags they have to make them bigger. you walk out of the store with 20 bags thinking you bought a lot of groceries.

>> i have to speak for the alison ferguson foundation which is charged with cleaning up the anacostia river. they have a big victory here. >> not just the bags. a thousand dollar fee to start a new business in prince george's county. speed cameras. higher parking fees. you can't leave a clunger in your neighborhood in montgomery county. >> longer than 30 days. >> i agree with that. >> we would agree a lot of this is good idea. this is all ideas to get money. >> some of them are good. >> i want to be careful because i don't want to lump all of this in. i think that you are nickelling and diming people to death and hitting working people.

raising parking fees, and enforcing up until 10:30 at night and saturday in the district. so if you go to verizon for bruce springsteen concert or a tina turner concert now what do you do if it's over two hours? do you think i'll leave a concert to put a quarter -- you get a ticket. i think it's going to hurt businesses. going to hurt restaurants and bars. >> the one thing that has not come out of this is the talk of property tax raises. people in the district are very happy about that. but there are those who would say i need a raise in order to survive, especially when you're going to charge me extra for parking. like you said the tina turner, but even going to school, taking my kids to school. of course, now parking on saturday that will hurt some of the businesses in adams morgan,

capitol hill. >> if people don't go to restaurants or concerts because of the parking thing, the point is there's a balance here. you need some revenues but you don't want to turn people off. >> will that drive a lot of d.c. residents out to prince george's county, the national harbor or to other places in the suburbs? >> you're hitting a sore part there national harbor. that is drawing a lot of people out of d.c. already. conventions for instance. around that convention center these very laws will take effect. >> you also have people who depend on these, the parking spaces on weekends particularly who live in the communities. remember our downtown areas are now residential. so, you know, parking in lots

are scarce and very expensive, $20, $30 for a few hours. so, if it will do anything else, here we go. what will it do. it will force people to use the metro? what happened? metro fares went up. we're being nickelled and dimd. >> in virginia there's a new governor, a republican replaces tim kaine effective the 16th. box mcdonnell sent a letter to the interior secretary allowing him to do offshore drilling for gas and oil. governor kaine sent a letter a year ago asking that this be delayed. of course both these letters follow the lifting of a 25-year-old federal mor amp to.r imp u.m. >> i call this the lit any i

don't agree with you governor kaine. that's it. everything that governor kaine has proposed from a year ago letter going to relax or delay the oil drilling is a new governor-elect mcdonnell. >> he wants to put his stamp on the office. he said during the election we don't have to raise tax, there was a liquor store thing or revenue thing that he wanted to do. also offshore drilling. the problem is there's the environmental concern about offshore drilling even though there's probably more support for offshore drilling because of the current economy than before. the pblem is understand the obama administration, we haven't seen how their environmental program is really locking in, but what i'm picking up from my sources is they would not go for that. they would not allow it. >> think it lacks forward thinking. here's the thing. we're developing bat ary driven

forward 27. thank you. guns in if locker room. gilbert arenas is speaking out about allegations he pulled a gun at a teammate. he'll meet with authorities about the investigation. arenas said he used bad judgment in deciding to bring the weapon to the arena. he said he and contract critic getting into an argument last month is blown out of proportion. the nba does their job and from there we'll go. even if the nba doesn't suspend ares the wizards could invoke the moral clause found in his contract. some are disappointed others don't believe the allegations.

center. the block was evacuated while the bomb squad investigated. that package of just a cup holder. new today a man has become the district's first homicide victim the year. police say he was stands in the chest in the 1700 block ever mississippi avenue southeast. he was later pronounced dead at the hospital. this is the first homicide the year in the district but it's the fifth since december 31st. >> an 11-year-old girl was laid to rest after her body was found christmas day. some of those volcanologist were among the nearly 1,000 mourners at her funeral. thomas legg jr. has been charged with kidnapping in connection with the case. authorities are waiting on autopsy results to determine how foxwell died. >> in south florida the man audiotape accused of killing four family members at a thanksgiving dinner is behind

bars. officials arrested paul mehrige. he's been charged with killing which is twin sisters, 79-year-old aunt and 6-year-old cousin at a family gathering in jupiter, florida. police credit the tv show ""america's most wanted" for the. i. a virginia teen is dead this morning after leading police on a high-speed car chase. police tried to pull over colby eppard for taking a man's truck without permission. he ran away then stole a deputy's car. virginia police went after him. during the high-speed chase eppard taunted authorities through the police radio. the teenager crashed the

police car, got out then started firing at officers and deputies. police fired back and killed him. all the officers are on paid leave. investigators are still trying to fugue out why the teenager started shooting. 6:37 is the time. 17 degrees. coming up. president obama is taking a break. not going as he planned. why the commander in chief may need a vacation from a vacation. a dog falls into

two elephants in thailand are walking with a new stride. they were fitted with new legs for the new year thanks to donations. the 48-year-old and a 4-year-old lost legs after stepping on land mines. both elephants look happy as they took cautious steps on their new legs. the foundation plans to replace telegraphs as the animals age.

man's best friend has some new best friends in fredericksburg. a rescuer fell a dog who fell into the water. angel escaped and decided to walk across a partially frozen lake and fellhrough ties. angel's owner called 911 and fredericksburg police and firefighters came to the rescue. this is video of her being lifted from the water. angel is in the middle of the screen. her body half submerged treading water. >> looked out the window and saw angel right there, just treading water, trying to get out. my husband said call 911. so i ran back in the house and i was crying, i think. i w i didn't know if you could call 911 for gogs. >> angel's owner said she's

martinsburg. single digits down in southern maryland. no snow to worry about for today. any traveling up towards new york city or boston it is snowing there. temperatures in the teens all along the eastern seaboard with wind chills, again, single digits from our near northbound and below zeroind chills across the upper midwest. chicago minus 15 for a wind chill. so high pressure over the upper midwest and a vicious ocean storm in the gulf of maine has a very tight pressure gradient around here. low wind chills for the remainder of the day even with the sunshine, i think we'll struggle to make it up to near 30 degrees for a high today. that will keep wind chills in the teens today all day long. cold air settles in overnight tonight. little piece of energy coming around the back side of that very strong winter storm will bring a chance for light snow and snow flurries here monday night into the early hours of tuesday morning. no accumulation here in town. might see a little bit of accumulation in western

argument last month. today services will resume at the southeast washington church where somebody opened fire on n year's eve. dozens of people were inside the church on naylor road thursday night when shots rang out. no one was seriously hurt. police are still looking for the gunman. the u.s. embassy in yemen is closed due to an al qaeda threat. threats escalated since the failed krimd terrorist attempt. president obama says al qaeda is linked to the suspect. those are the top stories making news today. next is nbc 4's "viewpoint." we'll be back in a few minutes with an update. >> good morning, everybody and welcome to the first "viewpoint" of the new year. today we're looking back on between and the challenges and what 2010 holds for our future. with us this morning we have three mayors with a broad representation of our region. from bowie the mayor there, g.

frederick robinson and from alexandria mayor hule and the mayor of rockville. to all happy new year and welcome. before we get into 2010 let's look at the challenges of between, a challenge for every jurisdiction all over the country. how have your towns coped and dealt with these tough times? >> well, i think in the case of rockville, we've coped extremely well. naturally, the economy hit us broad side and one of the places that we had to adjust our 2010 budget was to accommodate a $2.4 million short fall from the state of maryland. we lost funds that would help us build roads, take care of bridges, take care of street lights and a lot of things that we normally would have expected to be covered under state funds. we've had to do some belt

tightening, we laid off -- we didn't lay off any staff but we cut all training for staff, we cut some cip projects. we're putting some of them on hold. we've made an adjustment to accommodate for that $2.4 million. >> the mayor from alexandria, have you ever seen cutbacks and layoffs? >> we had a $15 million short fall that we had to deal with, the current fiscal year we're operating. we had 130 positions, jobs that were frozen and about 25 to 30 folks actually in tse position were laid off. again, we cutback in our cip programs. what we tried to do was maintain as much as possible, en though there were some reductions, our safety net programs for be social service programs because as the economy has deteriorated certainly those folks and citizens and nonprofits that

helprovide those services through contract with the city are hurting likewise. so we didn't really want to overburden them with a lot more cuts, but i've been doing politics now and when you have ten years on the school board, and on the city council this is the worse i've seen in 35 years. >> is the states are taking hard hits too in all of this. how much can you count on, say the state of maryland to help out in these times >> the states have their own challenges. i'm sympathetic to the governor's position. i think he's going into his fourth year. he's had three budget cuts each year. we experienced the same challenges that rockville did last year. we had anticipated funds that were pulled back. we too lost well over $2 million on highway user funds, we lost funds that come to support police services and operations. we've been able to adjust fairly well. fortunately we have a pretty

good history of some pretty strong strategic planning and we have a fairly decent buffer and we have, by policy, 25% of operating costs sitting in reserve. we were able to meet all your operating needs this year. we didn't layoff anybody. we paid contracted pay raises for this year. that doesn't mean -- we did cut some programs and we've cut some peripheral lines. but i think this is where solid planning really starts to pay off because some of these things were clearly unanticipated. i inherited -- i've bean mayor for ten years. one thing i inherited was a strong pay go program where my predecessor and i tried to build on that put money aside of that in anticipation of capital projects. we have a big capital project under way, we're building a new city hall that we broke ground on this summer.

that means jobs. 500 jobs. house of representatives has unemployment and joblessness affected your cities in the past year? >> we really haven't seen a very -- a severe downturn in terms of unemployment or increase in terms of unemployment within our city because,ou know, the type of jobs that we have that your residents have, per se, are mostly with the federal government, and so except for san antonio retail economy. but for the most part then the state of virginia has fared very well in terms of the unemployment and state rate and unemployment rate is one of the lowest still ngs. so we're vy proud of that fact. nonetheless it's been very, very tough for all of us. >> if i may jump in. rockville has always been a place that had one or two percent unemployment. this time we have 5.5 which is

most unusual. anyone would love to have a 5.5. but as the mayor says we have institutions in our city such as montgomery college, such as the courts, we are the county seat, we have the county buildings there, we have many of the institutional things that do keep the continuous funding coming in and the support staffs that are necessary even if they are not working for those government agencies are having jobs. >> this region as a whole is more resilient certainly than other parts of the country safe to say. we want to come back and talk about transportation, crime, we've seen improvement there and

. we've talked about belt tightening in 2009. what can we expect in the new year in terms of tax increase and raising revenues to offset

some of these tight times we're seeing? >> there are no plans in the current planning of the rockville budget to raise taxes. what we have done, as i mentioned, that we have an enterprise fund system, and that means that the user is the one that essentially pays the additional fees. so we've increased our stormwater management fees, we've increased our water fees, our sewer, our refuse, all of these enterprise operations have to balance themselves. pay for themselves. the general fund is separate from that. at this moment there are no plans, we're currently constructing our 2011 budget. there are no plans to raise taxes. >> how about for bowie? >> we're in fairly decent shape. i'm not anticipating a tax increase. we held city taxes flat this year and we have an interesting relationship with the county in that when we take over service that they would normally provide, the county taxes come

down and the city taxes would go up. where that's most evident two years ago we start ad city police department where the effect of that came in this year is the county taxes dropped down four cents and we were able to keep the city taxes flat. so basically bowie residents are paying less in taxes this year than they did in 2003. we've been trying to expand the tax base. the bottom line, the only way you do things in this business is to raise taxes or expand the tax base and we've been pretty fortunate in trying to expand. the difference i have with my friend fro rockville is all of those services like trash pickup all come out of the general fund for us. so i don't have that enterprise. water/sewer is an enterprise fund because that's a user based thing. half of our city uses the city water system. i think our projections right now is we'll hold our taxes flat another year. most of the mayors i talked to tell me that we think we might

be able to get through this year. next year and the year beyond is when people are concerned. it has to be tough to make not that promise but a pledge or a prediction. do you think that things will get better or worse before they get better? >> i think they -- we're going to have one more year after this 2011-2012 where we're going to have still tight bel tightening. tough times, even though the economy is stabilizing and we're seeing somewhat of a positive uptick, still going take two more years before we can really sift through all this and begin to see more jobs coming into play and real estate market, housing, more housing sales. but for us, at least in alexandria, nochb us ever like to talk about raising taxes. the manager, city manager is putting together a budget based

on revenue based sources and other cuts in reductions in programs and services. but at the end of the day, when we look at the bottom line, if there's still a short fl and we're looking at a $40 million short fall for the 2011 operating budget, that also includes funding for our school system. there may be a need to balance the budget by finding some other fund through taxes. but we're going into the process with our eyes wide-open that taxes are not on this radar. you mentioned housing. i want to talk about foreclosures and in prince george's county certainly one of the highest rates in the region. has bowie seen an improvement? >> we've had some interesting -- some foreclosures on lower ends and the higher ends.

things are leveling off. sales are coming back in. inventory is starting to shrink a bit. the sales -- a difference a house that is on the market for two or three or four days may be on the market for 100 ys. so, what they are telling me is they are selling houses today that they were selling houses two or three years ago. while it's improving, it's not anywhere near where it was or where it likely will be. you folks have a housing rehabilitation program for seniors. >> we do. we started that a couple of years ago in the historic part of the city. we provided some assistance to redo business areas facades and we're providing funds for seniors to redo homes that need structural improvement and now we've expanded that to the rest of the city as well. it's one we carefully monitor. we got some support from hud and federal sources that have made

the program more successful than we anticipated. the challenges in all of our cities where people see that they perceive to be fairly affluent communities there's challenges in all of our communities and this has helped us quite a bit. >> we'll pick up from there when we come back

crams will start catching drivers in prince george's county. the device have been installed in 50 school zones. drivers can expect a $40 ticket if they get snapped. those are your top stories for the morning. now back to "viewpoint." we'll see you later for news 4. welcome back to "viewpoint." we're here now with nicer of alexandria, bowie and rockville. let's talk about alexandria. you got a lot of exciting things going on there right now. this waterfront development down there. also this concept of an eco city. what is that all about >> let's start with tee could city. a couple of years ago the city council worked with the citizens and our environmental policy commission. we talked about going green and how we're going accomplish that. but we didn't want to doinlt terms of just making policies ourselves we wanted the community to help draft that for us and so we accomplished that by first developing a plan of

action and then we came back with some specific goals, and so now those goals are in the process of being implemented in terms of sustainable development, energy eiciency and things along those lines and even for new buildings, making sure that they meet certain specific occasio and our first brand new high school in more than 40 years. hundred million dollars as a leader is ti if ied platinum building. in terms of the waterfront which ishe crown jewel for us in the city, historic waterfront, we have a process under way that's almost as a year visioning process and getting folks to look at the waterfront for more than a mile stretch in terms of what we would like to see there. i want to balance that with passive and active use. we're not talking about developing in terms of building office buildings and residential but to upgrade it and make it attractive not just for the

residents but for tourists that come to the city. >> we have a big celebration coming up in rockville. 150 year birthday. that's coming up when, in march >> yes. >> the plans for that have to be pretty big? >> we've invited as many of our communities as we can remember some of the historical aspects of rockville to help plan this event. and this morning as we left the city, the big banner is up there saying celebrate, 150 years. the stiff rockville is, of course, older than 150 years but it was called a few other things before they named it rockville and incorporated it. what we're celebrating is 150 years of incorporation. we've been around since the times of the revolution. it's an old city. and not surely as yours but a few items we're veryroud of. we're going to have concert, and we now have a new town center so we're going to use the town center for celebrations and

presentations. we have the poern who wrote our pistons, the city of rockville book has written another history or a second in sequence of 50 year segments to celebrate. we have a very exciting time coming and we'll make the most of it. so please, come to rockville. come to town center. help us celebrate. >> springtime is a good time for a birthday. how far back does bowie go? let's talk about the size of bowie and population shifts and so forth. >> we're about 18 square miles. we were talking earlier, bowie has grown dramatically. i tell people in the 1990 census we were 35,000 people. in the 20 how cens-- it's a gro city. we divide the world into two groups, people that live there and people that should.

it's a great place. you feel sorry for people who don't live in bowie. it's a great place to be pap city on the move. i tell people if you want a sense for what bowie is really like, go to any ball field in the city on a saturday morning and you'll see a united nations of folks out there and all the parents are doing what parents do all over the world, they are embarrassing their children. >> that's america. >> it's a great city. >> don't you miss the racetrack? >> well, actually we're involved -- that's high on my list now because it's owned by magna corporation which is in bankruptcy and we're trying to figure out how that will affect -- because there's a variety of state laws that focus on pimlico, laurel and bowie. depending on how the bankruptcy goes there's a couple hundred acres right in the middle of the city that can have a profound effect. we've done a lot of research.

we have a good feeling on where the state is. >> up mentioned the growth in bowie. your seeing growth and do you anticipate that to continue? >> yeah. we're a city approaching almost 150,000, very diverse which we're very proud of, and, you know, we are promoting ourselves as a city hats going to be one of the best cities in america apr. 're one of the most dense cities in the nation, number 11th in the nation. we don't have a lot of room to gr, to expand outwards but we certainly are moving upwards and taller buildings and that type of things. >> you can see it from the water and as you drive up to it. >> precisely. we can balance that while maintaining our attractiveness and preserving our history. >> that's the challenge to keep the integrity.

welcome back this morning the "viewpoint." it's 2010. we're talking to nars of bowie, rockville and alexandria. transportation every jurisdiction faces hurdles there. we've seen a lot of construction projects taking off, some going on for year after year. let's talk about your neck of the woods if we can. what are the challenges you see ahead? >> first and foremost we have a military installation that's part of the brack initiative. 640 employees coming in to a development and the 395 corridor that lacks transportation accesses. as a result, we're now lobbying

congress and the state of virginia department of transportation to identify funding to help us address the tran set up needs for those folks who will be coming there. this is a very positive benefit for us because we lost almost 8,500 employees when they closed down many facilities a couple of years ago. so to have 6400 come back is really good for us. overall for the entire northern virginia region you know the state transportation and budget crisis certainly is affecting us in terms of monies for roads, bridges and transit in and of itself. i serve on a lot of board of directors and i can speak for all of us throughout region how valuable the transit system, bus and rail system is for us. in order for us to dmochbt forward and meet the challenging demands we need more revenue sources coming in, so we're looking for dollars from both the federal government and the respective states, d.c., maryland and virginia. >> let's head back to where we're started. the dollars and projects in

general not just transportation. you mentioned marrow binson things that had to be frozen in place. when do you think we might see a thaw in that or a turn? >> it's hard to say. i think -- i talked to the comptroller of maryland last week and he was saying there are some good signs, the rate of loss of revenue looks like it's slowing dramatically. so even though the state will take in less money this year than they anticipated the difference between what their fear was and really what is sufficient to us a some optimism. i think the state still has some substantial burdens as virginia does in terms of getting through some of their structural problems. that affects us. affects all of us. >> what about balancing everything not just budgets but quality of life. all of your jurisdictions, all of your cities have to balance

the residential with the commercial and business. >> rockville is a town that essentially you pass through. we have 270 on one side, we have 355 on the other. it splits the city into three parts. both of these venues are ways in which people want to pass through us. we had hopes that the icc might divert some of that traffic. i'm not so sure it will help us that much. but it will maybe relieve, we hope the purple line will help there. but we're face with a science city project that's proposed for west gaithersburg. that should bring 4,000 new cars on the road but no real study has been completed about the traffic impact earth on rockville or around the rest of the county. >> we got about 30 seconds left. a one word answer i'll ask all three of you. 2010 versus 2009, worse off,

judgment by bringing guns into the wizards locker room. the nba bans players from possessing firearms from league facilities or when traveling on league business. no word on whether the league will suspend or fine him. some are disappointed other don't believe the allegations. derrick ward was at the verizon center where he spoke with fans who turned out for lastnight's game. >> reporter: according to published reports on december 21st, wizards all-star guard gilbert arenas and teammate javaris crittenton were having a dust up over a gambling debt when words were exchanged in the locker room before practice. it's alleged both drew guns. some fans find it hard to believe. >> i've been following the wizards game for 30 years. i hope it's not true. that's all. i hope it's not true. >> he's a nice guy and like i don't think that little kids would pull guns. >> it's a big joke. arenas is a jokester. and the whole team evolves

around arenas. he's a joke. i can't it's serious. >> reporter: the metropolitan police are investigating. and working with the u.s. attorney's office. arenas said he did have guns in his locker in a lock box and the guns were not loaded. he also said he turned them over to security because he no longer wanted them in his home around his children. >> they are stars. they need protection or whatever. but i don't understand why they would need to secure them in the stadium with other players on their team. >> reporter: if the allegations of some sort of an armed faceoff prove true? >> hopefully that wasn't the case, because you get mad at each other and blow it off the next couple of days all gone. >> keep the shooting on the floor and out of the locker room. >> reporter: the family of the late antibiotic pollen released a statement saying that guns that were brought to the verizon center is dangerous, disappointing and showed

extremely poor judgment. outside the verizon center, derrick ward, news 4. new today a man has become the district's first homicide victim the year. police say he was stabbed in the chest in the 1700 block of mississippi avenue southeast. he was later pronounced dead at the hospital. this is the first time a homicide in the district but fifth since new year's eve. no word on suspects or a motive. service will go on today at a southeast washington church where shots rang out on new year's eve. dozens of people were inside the church on nape lower road when somebody fired several shots into this the building. no one was seriously hurt. an 11-year-old girl has been tlid rest in maryland after her body was found christmas day. more than 3,000 volunteers spent three days searching for sarah haley foxwell who lived in salisbury. some of those volunteers were nearly the 1,000 mourners at her

funeral. thomas legg jr. has been charged in kidnapping in connection with the case. authorities are awaiting on autopsy results to determine how foxwell died. the u.s. embassy in yemen is closing in response to al qaeda threats. the threats in that want region have escalated since the failed detroit terror plot this as president obama be officially announced al qaeda's link to the suspect. the president said umar farouk abdulmutallab made his al qaeda contact and received his training in yemen. david petraeus made a surprise trip to yemen to talk to top officials about the fight against al qaeda. now to where all this leaves air travellers. one, two or no carry on bags. can you use the bathroom before landing. papt downs or body scans? >> reporter: uncertainty in the air and now on the ground too.

from secondary screenings of carry-ons to additional pat downs, holiday travellers who flew out before christmas are facing a whole new set of challenges today. >> there's longer lines. there's more security. there's a requirement to put your baggage through the x-ray machines sometimes twice. >> reporter: the christmas day terror plot aboard a northwest jet approaching detroit exposed safety officials say a hole in airport security. how did umar farouk abdulmutallab sneak explosives inside his underwear? >> we've known for some time t capability to detect explosives at the checkpoint is a vulnerability. that's what got exploited. we got to use technology to improve upon. >> reporter: umar farouk abdulmutallab smuggled the explosives through checkpoints in amsterdam and nigeria, raising new questions about international security. on monday homeland security officials will travel to major airports around the world to

>> all right. a relaxing new year's day turned terrifying for a north virginia family. their dog escaped from a backyard and fell through a pond. elaine reyes has the story from fredericksburg, virginia. >> reporter: this 65 pound bassett hound appears to have nine lives. perhaps her name indicates an extra edge with survival skills. >> angel is our little -- she's our first born. she's the oldest. >> reporter: because this droopy eyed 3 1/2-year-old dog spent new year's day fighting for her life. >> i was up in the kitchen, and all of a sudden i started hearing yelling. i looked out the window and saw angel right there, just treading water, trying to get out. my husband said call 911. so i ran back in the house and i was crying, i think. i was hysterical. i didn't know if you could call 911 for dogs.

but my dog is in the lake. >> reporter: this is camera phone individual yoft rescue. in the middle of the strength is angel, body half submerged treading water. firefighters are in the boat. officer thomas evans was the first responder on the scene. >> had a hard time working through ties. they did a great job. >> i have two children, and it was like one of my children were out there. it was terrifying. it was terrifying. >> reporter: angel is doing just fine. she's playing around like nothing ever happened. her owner say it's her curiosity that gets her into trouble. >> this is not the first time she did something like this. she did it last year. she's like a child. >> reporter: angel's family is working to get a taller more permanent fence so this never happens again.
